Patriot Act Author Prepares Bill To Put NSA Bulk Collection ‘Out Of Business’

Jim-Sensenbrenner-350x250The conservative Republican who co-authored America’s Patriot Act is preparing to unveil bipartisan legislation that would dramatically curtail the domestic surveillance powers it gives to intelligence agencies.

Congressman Jim Sensenbrenner, who worked with president George W Bush to give more power to US intelligence agencies after the September 11 terrorist attacks, said the intelligence community had misused those powers by collecting telephone records on all Americans, and claimed it was time “to put their metadata program out of business”.

His imminent bill in the House of Representatives is expected to be matched by a similar proposal from Senate judiciary committee chair Patrick Leahy, a Democrat. It pulls together existing congressional efforts to reform the National Security Agency in the wake of disclosures by whistleblower Edward Snowden.


Sensenbrenner has called his bill the Uniting and Strengthening America by Fulfilling Rights and Ending Eavesdropping, Dragnet-Collection, and Online Monitoring Act – or USA Freedom Act, and a draft seen by the Guardian has four broad aims.

It seeks to limit the collection of phone records to known terrorist suspects; to end “secret laws” by making courts disclose surveillance policies; to create a special court advocate to represent privacy interests; and to allow companies to disclose how many requests for users’ information they receive from the USA. The bill also tightens up language governing overseas surveillance to remove a loophole which it has been abused to target internet and email activities of Americans.

Many lawmakers have agreed that some new legislation is required in the wake of the collapse in public trust that followed Snowden’s disclosures, which revealed how the NSA was collecting bulk records of all US phone calls in order to sift out potential terrorist targets.

    Why would anyone trust someone who was responsible for something like this in the first place? IMO, you can never fully trust these people. My first thought to this headline was that this shows how low of an opinion they have of the American people; that they are even brazen enough to do it again. Even if this person is genuine in his concerns, I’m not trusting him, or any of them for that matter. Any and everything they attempt to do must be scrutinized to the Nth degree.

    More garbage , the patriot act was written prior to 9/11 all this man did was update the treasonous piece of legislation . He had no concern for the Constitution then and it is a safe bet he has less now .

    This is a smoke screen at best anything he produces will be riddled with loopholes and preserve the ability of the NSA to continue in even more shadow and darkness ………… The only acceptable solution is to abolish the NSA and all secret laws and courts.

    You trust this guy? argh. He has always been brought in for theatrics in Congress. A Distraction. I believe they’ll shut down the Utah collection site but the BIG BANKS will no doubt want the flow of information to still be within their finger tips. After all, the Police State goes hand-in-hand with this operation….and we don’t see any easing up on that front, either. Spying on Americans protects the Banks…gives them a leg up on strategy and protecting themselves. It also gives them data to tax Americans, like a ‘speed trap’. It’s their way to tax your every breath. Sensenbrenner is also BIG on military industrial complex…he was one of the NeoCon boys in the House.

    There will be some horse and pony show and in a few years we will learn that everything kept right on rolling and getting worse and worse. These bastards will need to be killed to stop this stuff, we all know this.

    Nothing is going to stop this, the “secret courts” said it’s ok. So sit down and shut up as we “protect and serve the living SHIT OUT OF YOU!”

    They are building a global total blackmail database on every man, woman and child, you say something they don’t like, a quick search of the database and (as everyone is guilty of 5 felonies a day now) viola, you’re off to the gulag comrade!
